On Google, two very different search worlds collide here, and that exact difference decides whether a campaign brings inquiries or just burns budget. What's a quick phone call for an emergency service is a long, local decision process here – and the campaign has to endure that, not try to skip past it.
Search intent: I roughly see two camps. Some are researching – 'photovoltaic costs', 'is solar worth it', 'PV subsidy', 'retrofit storage' – and are often weeks or months away from a decision. The others are ready to buy and get specific and local: 'photovoltaic provider [town]', 'have solar system installed', 'request PV quote'. For me that means: I separate these terms cleanly, because they need different ads and landing pages. Someone searching 'is PV worth it' wants to see a calculation – someone searching 'provider nearby' wants a concrete quote.

Google Ads can help here, but not work magic: through clear pre-qualification in the ad and on the landing page (ownership, region, rough budget) and through value feedback to the account, the scatter can be reduced significantly. Honestly: no campaign can remove the long decision time and the habit of getting several quotes – but you can make sure you show up early and with the right promise in that comparison.
Timing & cost: Demand fluctuates strongly. It rises with spring and summer, with rising electricity prices, and whenever subsidies or political decisions hit the news – in winter it gets noticeably quieter. You have to factor this up and down into the budget instead of reading it as a campaign error. On click prices I'm honest: PV is among the more expensive industries, simply because high order value attracts many competitors. I deliberately don't quote specific euro figures, because they vary strongly by region, keyword and timing – but at this order value a higher click price can pay off faster than in many other industries, provided the tracking cleanly shows what actually arrives at the end.
