The highest bid doesn't simply win. Google also weighs how relevant and good your ad is. So a well-built ad can rank high even on a moderate budget, but a specific position can never be guaranteed.

The auction runs fresh for every search. I work toward visibility, but never promise a fixed #1.
That's exactly why I don't make a “#1” guarantee. It wouldn't be honest.
