ChatGPT Ads eligibility check

Five questions, one clear result: the check shows whether your category is allowed under the OpenAI ad policies and which steps are still missing before the first campaign. Your answers stay in your browser while you do it.

1. Which category does your offer belong to?
2. Which region do you want to run in?
3. What should the campaign trigger?
4. How is your tracking set up?
5. Which monthly test budget is realistic?

The check rates your five answers against the OpenAI ad policies (as of 31 Aug 2026) and Ads Manager availability. Your answers stay in your browser, they are not transmitted and not stored. The final decision on every ad is made by OpenAI.

What the check looks at and where the rules come from

The check asks five questions because exactly five things decide whether a campaign in ChatGPT can start at all: your category, your target region, your conversion goal, the state of your tracking and your test budget. The answers produce a traffic light, a list of next steps, the matching standard event and a recommendation for the campaign objective. That is not a forecast, it is an eligibility and feasibility check.

The rules come from the OpenAI ad policies as of 31 August 2026 and from the Ads Manager availability overview. They state which verticals are allowed first (lifestyle and home, local services, travel and experiences, digital products, education), which run only after a manual individual approval (financial services, health, legal) and which stay excluded (adult and dating, alcohol and tobacco, counterfeits, gambling, political advertising). Germany, Austria and Switzerland are listed as available in the Ads Manager, and in Germany ads have been running since 24 August 2026. In the EEA and Switzerland OpenAI starts without personalisation, and custom audiences are not available there.

What happens next: on a green light you create the account at ads.openai.com, set up the pixel and the conversions API and start on clicks until the conversion event delivers enough signal for optimisation. If you would rather not build that yourself, I take it over: live within 7 days, setup from €1,500, ongoing management from €1,000 per month with a 3-month starting phase, then cancel monthly. On a red light the check and I say so beforehand instead of selling you a setup that OpenAI will reject later.

Frequently asked questions

Who is allowed to advertise in ChatGPT right now?

OpenAI allows consumer verticals first: lifestyle and home, local services, travel and experiences, digital products and education. Financial services, health and legal only run after a manual individual approval. Excluded are, among others, adult and dating, alcohol and tobacco, counterfeits, gambling and political advertising. The basis is the OpenAI ad policies as of 31 August 2026.

In which countries can I book ChatGPT Ads?

OpenAI opened self-service in 31 European markets on 31 August 2026. Germany, Austria and Switzerland are listed as available in the Ads Manager, and in Germany ads have been running since 24 August 2026. For other target countries, check the Ads Manager availability overview before you create an account.

Are the ads in Germany personalised?

Not at launch. In the EEA and Switzerland OpenAI states that it uses no past chats and no saved memories. What is used: the topic of the current conversation, the approximate location, the device type, the time of day and the language. Custom audiences are not supported for campaigns targeting the EEA or Switzerland.

What tracking do I need for ChatGPT Ads?

Click campaigns need clean UTM parameters, which are preserved on the click. Conversion-optimised campaigns need the OpenAI pixel and/or the conversions API plus a standard event such as lead_created, appointment_scheduled or order_created. If you use both routes, the same event_id has to travel with them, otherwise OpenAI counts the same conversion twice. You pass the consent state through the consent switch of the pixel.

What budget do I need for a test?

OpenAI states minimum daily budgets per billing currency inside the Ads Manager, and for euro accounts I deliberately quote no number here. The mechanism matters more: the daily budget is a weekly average, on a single day OpenAI spends at most twice that amount, across seven days at most seven times. From my practice with auction channels, carried over to this one: at least four weeks of runtime before the numbers say anything.

Do ChatGPT Ads replace my Google Ads?

No. In Google Search you book keywords, in ChatGPT you provide context hints, meaning descriptions of the conversations your offer fits into. The platform launched as a beta and changes quickly, and according to OpenAI there are no platform-wide benchmarks yet. Treat ChatGPT Ads as an addition with its own test budget, not as a replacement.
